Omanโ€™s Ministry of Labour has introduced a new promotion framework for Omani employees in government administrative units, supported by a RO10 million allocation. The system introduces three career progression routes: fast-track promotion based on exceptional performance, flexible promotion based on merit, and a special route focused on employee retention and talent attraction.

Under the framework, each government unit will establish a dedicated promotion committee with at least three members, chaired by an official at director-general level or above. The committees will receive promotion applications, verify eligibility and requirements, and support the assessment process. Promotion decisions will be issued twice a year, taking effect in January and July.

The fast-track route requires at least three years in the preceding grade and three Excellent performance evaluations under the Ejada system. The flexible route uses a 100-point assessment combining performance and individual competency.
