Oman has introduced a new promotion system for employees in the Stateβs Administrative Apparatus, backed by RO10 million for 2026. The revised framework shifts career progression beyond seniority, placing greater emphasis on performance, competence and specialised skills.
The system introduces three pathways β fast track, flexible track and special track β to address different career circumstances. Government entities will establish promotion committees to assess eligibility, nominations and supporting documents, with promotion decisions issued twice a year.
Under the fast track, employees need at least three years in the preceding grade and three βExcellentβ Ejada performance ratings, while the flexible track uses a 100-point competitive assessment covering job performance and individual competence.
