Oman is tightening the rules for expatriate recruitment, introducing new requirements that could reshape how recruitment agencies operate across the Sultanate. Under Ministerial Decision No. 390/2026, the new framework, effective 1 January 2027, requires recruitment agencies to maintain a RO 5,000 financial guarantee, complete recruitment within 45 days, and provide a two-year recruitment service guarantee. The regulations also introduce standardised recruitment contracts, prohibit agencies from charging workers recruitment fees, and set licensing fees at RO 300 for a two-year licence. The move signals a stronger focus on accountability, transparency and responsible recruitment practices. Employers, HR professionals and recruitment agencies should begin reviewing their processes now to ensure they are prepared for the new requirements.
