The country plans to establish specialised pharmaceutical and medical-device industrial clusters across Salalah Free Zone, Raysut Industrial City and Khazaen Economic City, with 500,000 sqm allocated to each zone in the first phase ā a combined 1.5 million sqm. The initiative aims to strengthen national pharmaceutical security, reduce dependence on imported healthcare products, attract local and international investors, and build manufacturing capabilities for domestic and export markets. Investors will be offered incentives including customs exemptions, financial and tax benefits of up to 30 years, land usufruct rights of up to 50 years and 100% foreign ownership. With new investment agreements and proposed manufacturing projects already emerging, this initiative could create fresh opportunities for technology transfer, specialised production, research and development, and stronger healthcare supply chains. A significant move towards industrial diversification and greater healthcare resilience under Oman Vision 2040.
