Oman has introduced a new framework allowing government entities to engage Omani independent professionals who are not currently employed for specialised assignments and services valued at up to RO 5,000. Issued by the National Employment Programme in implementation of Ministry of Finance Financial Circular No. 1 of 2026, the guide establishes procedures for announcing opportunities, inviting bids and awarding contracts through approved government channels and licensed freelance platforms. It covers both service-based assignments and the supply of products, while defining contractual requirements relating to scope of work, duration, compensation, quality standards, confidentiality, data protection and intellectual property rights. The framework also provides for performance monitoring, documentation of deliverables and milestone-based payments. This initiative creates a structured pathway for skilled Omani professionals to access government-sector opportunities, encourages self-employment and supports the participation of national talent in delivering specialised public-sector projects.
