Oman has introduced new executive regulations governing investment in its Special Economic Zones and Free Zones under Resolution No. 81/2026. The framework covers the investor journey from land and property allocation and licensing through project operations, incentives, compliance and real estate development. It also expands the one-stop-shop model for investor services, including electronic applications, approvals, permits and payments.
The regulations also establish provisions for strategic projects, foreign property ownership, investor residency and real estate development, including safeguards for buyers through regulated escrow accounts. OPAZ said the framework is intended to improve regulatory clarity, simplify procedures and enhance the competitiveness of Omanโs economic and free zones.
