Oman Moves Toward Mandatory E-Invoicing

Oman is accelerating its digital tax transformation with the introduction of a mandatory electronic invoicing system, designed to modernise tax compliance, improve transparency and reduce manual invoicing processes.

The Oman Tax Authority's official Fawtara system uses a five-corner model, connecting suppliers, buyers, service providers and the Tax Authority through a standardised digital invoicing framework.

The rollout is being implemented in phases. The first phase began in August 2026 for 100 large VAT-registered companies, followed by remaining large taxpayers from February 2027 and other VAT-registered taxpayers from August 2027.

For businesses, e-invoicing means moving beyond traditional paper and PDF invoices toward structured digital invoices that can be automatically exchanged, validated and securely archived.

The system is expected to improve data accuracy, reduce invoicing errors, simplify audits, strengthen tax compliance and enable more efficient reporting.

For Oman's SMEs and private sector, the transition will require businesses to review their ERP, accounting, billing and financial systems and ensure they can integrate with an accredited e-invoicing service provider.

This is more than a tax-compliance change. It represents another major step in Oman's wider digital economy transformation.
